Since July 1, 2025, the application process for the Self-Employed Occupation Permit in Mauritius has been updated: more digital, more structured, and with investment thresholds that may soon be increased. Here is a clear and practical guide covering the eligibility requirements, application steps, processing times, obligations, and expert tips.
Key Changes Since July 2025
- Minimum investment: USD 50,000 (previously USD 35,000).
- Permit validity: 5 years (previously 10 years), renewable. This should be confirmed as the new rules are currently in a transitional phase.
- Market evidence: 3 Letters of Intent, including 2 from Mauritian clients.
- Performance requirements: ≥ MUR 750,000 in the first year and MUR 6 million cumulative over 5 years.
- Application process: 100% online via the National E-Licensing System (NELS).
1) Prepare Your Application
Key Documents
- Business Plan (EDB format, including 3–5 year financial projections).
- 3 Letters of Intent (at least 2 from clients based in Mauritius).
- Passport, passport photo, CV/Resume, diplomas and certifications.
- Police Clearance Certificate & Medical Certificate (issued within the last 6 months).
- Business Registration & Business Registration Card (BRC).
Tip: Also prepare a letter of commitment and a bank statement proving your ability to transfer USD 50,000.
2) Submit Your Application Online (NELS)
Create your account on the EDB’s NELS portal, complete the Self-Employed application form, and upload all required documents. No application fee is payable at this stage. Make sure your application is complete (consistent names and dates, readable PDF files) to avoid delays.
3) Obtain the Approval in Principle (AIP)
If your application meets all requirements, you will receive an Approval in Principle (AIP) via email and through the online portal. Estimated processing time: approximately 2–3 weeks for the initial review.
4) Transfer the USD 50,000 Investment
Open a Mauritian bank account in the name of your business and transfer USD 50,000 within 60 days of receiving the AIP. Keep the bank confirmation letter as proof that the funds have been received.
5) Final Appointment & Permit Issuance
- Present all original documents (passport, diplomas, BRC, bank transfer confirmation, etc.).
- Pay the official fee of USD 1,000.
- Your Self-Employed Occupation Permit card is generally issued within a few days.
Processing Times & Permit Duration
- Initial review: approximately 3–5 weeks (a complete application is essential).
- Final stage (fund transfer + appointment): approximately 2–4 weeks.
- Validity: 5 years, renewable if the eligibility criteria are met.
Obligations After Approval
- First-year turnover: at least MUR 750,000.
- Five-year cumulative turnover: at least MUR 6,000,000.
- Renewal: aim for at least MUR 1.5 million per year thereafter.
- Permanent Residence Permit (PRP): eligible if annual turnover reaches at least MUR 3 million over 5 years, or MUR 15 million cumulatively.
