Steps to Obtain a Tourist License in Mauritius (Airbnb/Booking)

Why a tourist license is essential
In Mauritius, any short-term rental (Airbnb, Booking, etc.) requires a tourist license issued by the Mauritius Tourism Authority. This certificate proves safety compliance and the property’s legal eligibility.
Step 1: Prepare administrative documents
- Identity & BRN (Business Registration Number).
- Property title or lease + owner’s authorization.
- Letter from the syndicate if in co-ownership.
- Plans (site plan, interior layout, facade).
- Police clearance certificate.
Step 2: Obtain the BLUP (Building and Land Use Permit)
Apply for the BLUP from the town hall or district council: this is the local authorization to operate the property as tourist accommodation.
Step 3: Submit application to the MTA
- Official TAC (Tourist Accommodation Certificate) form.
- All supporting documents (BRN, titles/lease, BLUP, plans, etc.).
- Payment of application fees (≈ Rs 5,000).
Step 4: Inspection & compliance
Inspection by an MTA inspector: fire extinguishers, detectors, insurance, hygiene, maintenance… Adjustments may be required.
Step 5: Payment & obtaining the license
After approval: payment of the annual fee and issuance of the license, valid for 3 years.
Step 6: Tax obligations
- Declaration of rental income to the MRA.
- Tourism Levy: 2% on each night.
